Basic layout for... well... pretty much any decent warrior (the exceptions that come to mind are Steady Stance warrs and YAA! warrs)...
Attributes -
Always max out weapon mastery, 12 + 1 (helm) + 1~3 (Minor --> Superior rune, depends on the arena really)
Split the rest between Tactics and Strength.
Elite attack skill
Attack skill
Attack skill
Attack skill or something similarly offensive/disruptive (e.g. Shock for /E)
IAS
Speed Buff (+cancel stance for Flail/Frenzy)
Utility/Heal
Res Sig(or another utility/damage skill - ONLY in FA + AB - Shadow Walk is pretty fun here in AB. They won't know what hit 'em )
An example of this is the ever-popular Shock Axe, able to apply significant pressure, disrupt the enemy and deliver a powerful spike.
[skill]Eviscerate[/skill]
[skill]Executioner's Strike[/skill]
[skill]Bull's Strike[/skill]
[skill]Shock[/skill]
[skill]Frenzy[/skill]
[skill]Rush[/skill]
[skill]Healing Signet[/skill]
[skill]Resurrection Signet[/skill]
Pretty standard build, there's the version I run.

Sword?
Well, both those bulds hardly do any spike you should switch to swords and..
Dragon slash (e)
Sun and Moon slash
Standing Slash
Galrath Slash (the same as Silver wing slash [fac])
Flail
Protective Spirit / lions comfort
Mending Touch
Dolyak signet
Swordmanship 12 +1 +3
Strenght 11 + 3
Tactics 6 + 2
major/sup vigor
sup absorption
eq.
Sword with 15% in stance, vampiric would be nice (furious not needed)
+1 swordmanship 20%
Shield hp in stance, req str, reduced dmg in stance. (you can get one from collector in house zu haltzer~ for 5 dredge inscisors
If you have a ranger hero give him Infuriating Heat (elite spirit) it can work even without it though
I invented this build few months ago its capable of doing constant 50-80~ dmg spike, yes it have about 400 hp (if you have major vigor take protective spirit, and take protective prayers instead of tactics)
Usage: after entering battle make a infur. heat spirit with ranger, activate flail asap, gather adrenaline, if blinded/ condiotion use touch if you are targeted use dolyak + prot spirit, use the standing slash then sun and moon, then dragon slash and now fun starts, just repeat "Standing slash,Galrath slash, sun and moon slash, standing slash, dragon slash, and start over" keep flail always active

Ghallen...
1)DSlash - That ain't no spike build. A spike is a large amount of damage compacted into a very short time space, to overwhelm the enemy before they can react. 80 damage a hit (FGJ!/Infuriating provided) isn't a spike - it's pressure. Dragon Slash excels at pressure, especially in PvE where you can reliably wail on stuff and not miss with Dragon Slash, keeping adrenaline high.
Evisc/Exec IS a spike, it compacts ~300 damage potential into 2 swings.
For a sword to have any semblance of a spike, you're missing 2 key things - Deep Wound (Sever/Crippling +Gash) and Final Thrust.
In not so many words, DSlash = Pressure, Evisc = Spike.
2) OP asked specifically for an Axe build. Last I checked DSlash was a sword skill... right?
Swordchucks, yo.

I might have a made a mistake with the spike word...
(edit) i stand corrected i didnt use my helm from axe mastery and rune, evi and exe can kill with one chain
and I PROPOSED the sword build "you should switch to swords and.." this means if you are interested...

Yeah... Sorry if I sounded like a jerk.
I still want swordchucks. That'd rock.

You haven't mentioned whether you want PvE or PvP, so here's my PvE build;
[card]Triple Chop[/card]
[card]Executioner's Strike[/card]
[card]Dismember[/card]
<---Optional Axe Attack--->
<---Optional Axe Attack/Cancel Stance/Utility--->
[card]Flail[/card]
[card]Lion's Comfort[/card] OR [card]Healing Signet[/card] OR [card]"Watch Yourself!"[/card]
[card]Resurrection Signet[/card]

Just something else to consider (although I know it's hammer), a [skill=text]Backbreaker[/skill] - [skill=text]Crushing Blow[/skill] - [skill=text]Belly Smash[/skill] combo provides a really big spike, and surprisingly quickly. And they can't avoid it.
Okay, Belly Smash doesn't provide any extra damage, but it's almost instant activation after Crushing Blow which triggers the deep wound spike that much quicker (acting like the [skill=text]Eviscerate[/skill]/[skill=text]Critical Chop[/skill] spike), and AoE blind isn't to be sniffed at.
Just something to throw out there

i use a similar build....
15 tactics
13 axe
rest in strength
full knights
forgotten axe
grognars defender
for pve
steady stance
drunken blow
desperation blow
soldiers strike (unblockable attack)
watch yourself (spamable)
plauge touch (or other condtion removal)
healing signet
resurection sig
for pvp
enraging charge (or resurection sig depending on the pvp)
steady stance
drunken blow
desperation blow
soldiers strike (still unblockable)
watch yourself (spamable)
plauge touch or fear me (i prefer the touch)
healing signet
all three of the attacks are +40 dmg plus the fact that due to the effects of steady stance they are spammable without having to worry to much about nrg. And on an off note, i prefer plauge touch cause i get a certain pleasure in giving that blindness back to the ranger i'm trying to kill.

With Backbreaker, though.. 4 seconds is enough time to throw out two normal activation attacks under an IAS before they get up, so use Mighty Blow unless you need the blind.

The point of using Belly Smash is to activate the spike from Crushing Blow's deep wound quicker, allowing less time for enemy monks to remove it.
